National Police Vetting is currently under significant scrutiny; both within the police service and from the public. Vetting is an integral security mechanism to ensure only those who are suitable, work for and on behalf of policing.

Warwickshire Police is unique in that as well as being responsible for the vetting of internal officers and staff; it plays a key role within national Policing; hosting the Police National Vetting Service (PNVS), whose role it is to vet contractors on a national level, and to national standards.

The main purpose of the role is to lead the Police National Vetting Service to provide a national vetting capability as governed by the College of Policing Vetting Code of Practice and APP.

Deliver the vetting commercial development plan, enhance commercial opportunities within the wider public and private/voluntary sectors and deliver on financial targets. Be accountable for delivery to the Force Vetting Board.

Manage the internal Warwickshire police vetting capability in-line with national standards and relevant decision making authorities.

 

Main Responsibilities:

Lead and take responsibility for the management and operations of both the Police National Vetting Service (PNVS) and internal vetting teams, ensuring compliance with Authorised Professional Practice and the Code of Ethics in order to provide effective delivery of vetting services. Ensure there is a consistent and transparent application of all relevant statutory and policy requirements.

Lead and take responsibility for developing, implementing and delivering a commercial development plan, exploiting further opportunities and delivering upon agreed financial targets. Take responsibility for the delivery of performance around Service Level Agreements with clients and effectively manage expectations and customer service.

Be held accountable directly to the Deputy Chief Constable and the Force Vetting Board in relation to the performance of the PNVS.

Maintain the Vetting Unit’s accreditation under ISO:9001. Lead and manage effective quality control and ensure audit procedures are in place in order to maintain a high and consistent standard of security vetting within the organisation. 

Manage the PNVS budget in a responsible and financially prudent manner. 

Build relationships and identify opportunities to support policing and the public and private/voluntary sectors in providing a national capability and capacity to deliver vetting.

Lead the development of business plans to include effective demand analysis (current and predicted) and clear resourcing requirements for the effective delivery of the service, ensuring value for money and efficient resource productivity.  

Undertake analysis of data, marketing and finance reports to continuously seek to improve performance and maximise the impact of the PNVS in providing an effective and efficient service.

Lead the development of an accurate and consistent approach to on-boarding new clients and suppliers. Accurately assess the risks involved with new initiatives and adopt a flexible approach to manage unexpected situations. Maintain sustainable and productive relationships with existing clients in relevant sectors.

Undertake commissioned work on behalf of the National Police Chiefs Council (NPCC) vetting lead and provide expert guidance in relation to the national portfolio.

Work in conjunction with the NPCC Vetting lead and relevant partners to develop products and services that meet the need for assurance, validity and integrity whilst allowing other agencies to benefit from the vetting process. 

Professionally represent Warwickshire Police at national vetting forums and other meetings, both internally and externally.

Lead the development and implementation of effective staff training programmes, ensuring continuous development and effective performance management measures are in place.

Experience/Skills:

Knowledge:

Degree or equivalent qualification.

Analytical qualification foundation/or diploma in business analysis

Knowledge of relevant employment and other legislation including the Rehabilitation of Offenders Act, National Vetting Code of Practice and Home Office Guidance in relation to vetting (or willing to work to evidence this within first 6 months).

Experience:

Experience in business development, customer management and/or supplier management background.

Experience of researching, validating, and corroborating complex information and presenting this in relevant products.

Experience of managing a process-driven environment with a proven ability to continuously improve efficiency.

Experience of business planning in a busy environment to ensure resources effectively utilised and opportunities maximised.

Experience of managing budgets.

Experience of assessing and managing risk.

Experience of making decisions around risk based on an acknowledged process such as the National Decision Model.

Experience of managing people and resources to deliver work in line with   contract specifications/ Service Level Agreements.

Experience of dealing with external stakeholders/ customers

Key Skills:

Ability to analyse complex information and reach sound, evidence-based decisions.

Excellent verbal and written communication skills, including report writing.

Ability to manage competing demands and a high volume of work.

Ability to develop business plans to include effective demand analysis (current and predicted) and clear resourcing requirements.
